The main legislation that covers this area is the Animal By-Products (Enforcement) (Scotland) Regulations 2011.
'Animal by-product' includes any carcass or part of any animal or product of animal origin not intended for direct human consumption. This Order requires all animal by-products to be consigned or disposed of without undue delay by rendering in approved premises, complete incineration, burning or burial.
The Regulations specify the derogated areas of Scotland where burning, other than approved incinerators, or burial is still permitted. Animal by-products must be transported in covered leak-proof containers/vehicles, which must be maintained in a clean condition. Persons consigning, transporting and receiving animal by-products for disposal must keep a record showing certain specified information.
All persons collecting, receiving or using animal by-products for any of the under-mentioned purposes must be authorised by/registered with the Scottish Government Rural Directorate.
