The Feed (Hygiene & Enforcement) (England) Regulations 2005 require all feed businesses to register with their Local Authority Trading Standards Service.
Certain feed businesses (Establishments & Intermediaries) were previously subject to approval or registration if their activities involved the use of certain additives. These businesses will continue to require registration or approval but the scope of registration has been extended.
If you are involved in any of the following activities you too will need to register.
No - there is no fee payable in respect of a registration.
Feed businesses not previously regarded as an establishment or intermediary have until 1st January 2008 to comply with specific conditions. These are set out in Annex II of EC Regulation No 183/2005.
Two additional Annexes may apply to you, Annex I sets out conditions for the Primary Production of Feed and Annex III conditions for Good Animal Feeding Practice
Businesses previously approved or registered as Establishments or Intermediaries had to comply by January 2006, given that the conditions reflect those under the previous regulations.
If your business is in Kent, you can download and print a compliance form (pdf) to complete and return to: Kent County Council, Trading Standards, Invicta House, Maidstone ME14 1XX
To complete the form you will need to enter the code and nature of the activities you undertake. The activity codes list (pdf) shows the codes.
If you are a farm feeding food producing animals you too will need to complete a compliance form for farms (pdf) to confirm that you are complying with the requirements of the regulations (as of 1st January 2008). Annex 1 sets out conditions for the primary production of feed and Annex III the conditions for good animal feeding practice. Where you are mixing feeds using additives and premixtures you will also need to comply with the conditions in Annex II.
