Luton Borough Council is responsible for enforcing the laws that deal with the sale of age-restricted products. These are products, such as alcohol, tobacco, fireworks, intoxicating solvents, lottery tickets, knives, DVD’s, which must not be sold to persons under a stipulated age.
Luton Agecheck project has been running for the past four years with the aim of reducing the availability of such products to young people. Agecheck information packs are available on request and include guidance notes, notices, posters and other training materials to assist traders in preventing illegal sales.
Test purchasing is carried out regularly to check that retailers are obeying the law. Child volunteers are used to see if they are able to buy age-restricted products. In 2008-9, 28% of shops visited made illegal sales.
To minimise the risk of committing an offence retailers should ensure that staff and anyone who may serve customers with age-restricted products receives regular training.
