About Us

We have 8 Strategic Objectives, which are driven by the demands of central government, local politicians and customer demands. These are:

To take action in Oldham now to:
1. Prevent people being the victims of commercial crime in their own home;
2. Disrupt traders operating in the informal economy;
3. Prevent harm to children and nuisance caused by young people from access to restricted goods;
4. Promote social responsibility in licensed premises;
5. Ensure safe passenger journeys, in safe high quality licensed vehicles with safe licensed drivers;
6. Ensure fair competition through goods and services being accurately measured, correctly described and priced;
7. Prevent unsafe goods from entering the market place; and
8. Ensure informed and reliable food choices for consumers.

Strategic Priorities


Every 6 months, we produce a document identifying the Strategic Priorities for the service.  This document sets out what we have done and are planning to do to further our 8 strategic objectives (shown above).  It includes information on the outcome of planned operations and our proposed projects for the coming 6 months.  The document is based upon the National Intelligence Model and fits with the Greater Manchester Against Crime Business Partnership Model, which is available at www.gmac.org.uk.

Performance


Every year we produce an annual Service Improvement Plan (SIP), in addition to our activity plans in our Strategic Assessments (see above).  The SIP is used to show major areas of improvement and development planned for the service during the year.  This information is supported by performance results, such as our score at Best Value Performance Indicators set by central government.  These performance results are used to establish whether we are performing well as a Council under the Comprehensive Performance Assessment- for more info see www.oldham.gov.uk/cpa2004.

What We Cost

 

The budget for 2007/8 has been set and stands at a cash limited budget of £721,844. This compares to a budget of £704,600 for 2006/7 meaning a net increase of 2.4%, principally as a result of the implementation of the Gowers Review on Intellectual property enforcement. The budget consists of net expenditure of £1,692,693 and net income of £970,849.

The cost per head of population in terms of overall taxation is £3.32, which is the equivalent of just £2.63 for each Band D Council Tax payer.

This will be a very challenging budget year for 2007/2008. During the year, it will be necessary to negotiate for budget settlements for 2009/10 to 2010/11.
