TSI response (PDF 192KB). TSI calls for a suite of measures: (1) repeal of the Bills of Sale Acts, (2) repeal of the Hire Purchase Act 1964, and (3) recording of car finance agreements as a 'licence condition' under the Consumer Credit Act 1974. The response includes an extended introduction tracing the history behind the current use of Bills of Sale for consumer lending.

TSI has been working with the OFT on this draft guidance on compliance with the Consumer Protection from Unfair Trading Regs 2008 and the Sale of Goods Act 1979 (as amended) and the OFT hosted a meeting to take the views of Trading Standards Officers. TSI now responds to the draft guidance line-by-line.

TSI response (PDF 114KB). TSI supports Defra's preferred option to split the diseases into two groups and introduce a separate Statutory Instrument (SI) for each. TSI notes that the SIs will add to the mountain of Animal Health legislation already in force, much of which could be consolidated.

TSI response (PDF 111KB). TSI shares Defra's concern regarding the possible serious implications should an outbreak of African Horse Sickness occur in the UK. It notes that enforcement will be by local authorities (LAs) and calls upon Defra to provide full practical and financial support to ensure that LAs are equipped to deal with an outbreak.

TSI response (PDF 129KB). TSI strongly supports the adoption of Option 4 which would leave Regulation 5 unchanged but offer guidance on its application together with step-by-step flow diagrams.

TSI supports the recommendations made in the Final Report of Lord Justice Jackson's Review of Civil Litigation Costs and welcomes the idea of a small claims track and a fast track (depending upon the monetary value of the claims being made), believing that they will benefit small and medium enterprises taking action.

TSI regrets that no direct reference to Trading Standards is made in the draft plan and points out that the Consumer Focus predecessor consumer organisations consistently championed the TS service. Indeed, in many ways, Consumer Focus and Trading Standards are striving for the ssame objectives.
