TSI acknowledges the Government's preferred option but points out that the stated benefits can also be realised by optimising the amount of packaging used in the first place. Trading Standards Officers enforce the Packaging (Essential Requirements) Regulations 2003 and TSI has held a congress and workshops on the subject.

TSI response (PDF 38KB). TSI believes that the current legislation does not cover many of the areas of severe detriment faced by park / mobile home residents and that the legislation needs to be completely redrafted. There also needs to be a process whereby an individual / business who has engaged in unfair practices can be prevented from continuing to run a site, or have any interest in one.

TSI would welcome the opportunity to work further with DECC to ensure that the laudable intentions of the Green Deal do not happen to the detriment of consumers or good business, through either inadequate controls or the actions of individuals whose ultimate aim is to make a profit regardless of the effect upon consumers or the environment. Local authority trading standards services are well placed to monitor and police the actions of all those involved in the Green Deal, provided they receive adequate funding.

TSI response (PDF 133KB). TSI expresses its concern at the inclusion in the proposed legislation of the restriction on powers of entry and the requirement to give reasonable notice to businesses before officers can exercise powers of entry (subject to specific exemptions).

TSI response (PDF 64.4KB). TSI welcomes a coordination role for the Money Advice Service (MAS) and further provision of debt advice and education, provided this works alongside the work of existing bodies. TSI urges Government to make financial education part of the national curriculum. MAS has however advised that it will not be supporting the Young Consumers of the Year competition through investment in a dedicated section on money advice and TSI finds this short-sighted and very surprising.

TSI response (PDF 186KB). TSI believes that implementation of the Directive in the UK has been adequate (the word used in the questionnaire) and, in a wide-ranging response, raises a number of issues which it would like to see addressed in a revision of the Directive.
