Action plan for tackling illegal sales of age restricted products

Our activities in relation tackling illegal sales of age restricted products has developed over several years but we have now produced a two year action plan commencing in 2002 from which we will :

Continually assess the degree of compliance from levels of complaints on sales, youth disorder involving age restricted products and information from other intelligence sources

Carry out a comprehensive programme of retailer education including the promotion of the Citizencard proof of age card scheme, the issue of our 'Age Matters' trader pack which includes guidance on the law, publicity material and statutory warning notices for display.

Carry out joint visits with police officers to remind retailers of their legal rsponsibilities including warning those who are believed to be selling illegally

Maintain proof of age card scheme and explore its expansion to produce increase functionality

Support existing partnership arrangements with other bodies such as the police, fire service,schools, health organisations and youth associations to address the issue of young people seeking age restricted products and the consequence of illegal sales and subsequent use of the products. Assist, when appropriate, to reduce demand of such items.

Continually developing existing and new partnerships to explore innovation and funding opportunities

Consult extensively with stakeholders to ensure we are working effectively

Continue to raise community awareness using publicity, including the media and presentations to schools and community groups

Seek help from the community to identify those traders who continue to sell illegally or adults who may also be buying alcohol on behalf of children. Various channels for passing information are to be published including a free confidential hotline

Target premises who are considered a high risk by continuing to act illegally variuos enforcement methods including surveillance and test purchasing using child volunteers

Take robust enforcement action against those retailers who continue to breach the legislation. Publicise the results of legal action to act as a deterrent

Conduct a reassessment of outcomes at the end of two year plan to determine the effectiveness of the action plan and whether objectives have been met.
