Private Hire And Hackney Carriage Driver LicencesLicence Summary
Persons wishing to drive Private Hire or Hackney Carriage Vehicles must first hold the appropriate licence from the local authority. Before a licence is issued the Council have to determine whether or not you are a "fit and proper person" under the terms of the Act to hold a licence. This involves a series of tests and checks being carried out with various organisations so that the Council can determine your application fairly and consistently. The checks and tests that we carry out are as follows:

Copies of the relevant legislation can be found at the following links: The Local Government (Miscellaneous Provisions) Act 1976 The Town Police Clause Act 1847 Application ProcessApplicants must have held a drivers licence granted under Part III of the Road Traffic Act 1972, to drive a motor car for at least 12 months. Before a Private Hire or Hackney Carriage Driving Licence Application can be submitted you must have first passed your Driving Standards Agency (DSA) “Taxi” Driving Test. An Application Form, together with a DSA “Taxis” Driving Test Pass Certificate, the Statutory Declaration, Medical Form and CRB form should be submitted, in person at our offices, along with the appropriate fee. The statutory declaration, medical form and CRB form should not be completed and signed earlier than 28 days before submission to our office. You will be required to produce for examination a current DVLA Driving Licence issued under the Road Traffic Act 1972 stating your current address. You will also be required to submit four coloured passport sized photographs – full face, no hats, caps etc. and provide any other information required by the Council. The Criminal Record Check (CRB) will be sent to the Criminal Record Bureau for them to process. Once a satisfactory reply has been received you will be given a date and time to attend for a knowledge test. At you knowledge test you will have to demonstrate a reasonable knowledge of the area covered by Stockton on Tees Borough Council (i.e. Stockton, Thornaby, Yarm, Billingham, Eaglescliffe) and the ability to use a street atlas. Hackney Carriage Driver applicants will need to demonstrate a thorough knowledge of byelaws, legislation, ranks, fare structure and main roads, public houses, clubs and places of interest and frequently used destinations. Applicants may take the knowledge test before submitting any other paperwork if they prefer (please submit knowledge test application form available below) On completion of all elements and payment of the licence fee your Drivers licence and badges will be issued. This licence will be required to be renewed periodically. It is illegal for you to drive a Private Hire or Hackney Carriage Vehicle without a current licence and badge issued to you by Stockton on Tees Borough Council. |Top| How To Apply
