Licensing Act 2003

The Licensing Act 2003 received Royal assent on 10th July 2003.  For the first time local authorities will take over the responsibility for licensing premises and individuals to sell alcohol by retail. New rules regarding entertainment and the provision of late night refreshment will also be introduced.

Whilst there has been much media focus upon specific parts of the legislation, these pages have been designed to provide clarity as regards the main licensing aspects, to help ensure that licensees are prepared for the impact to their business. The transition to the new licensing arrangements will commence from 7 February 2005 with the end of the transition period being 24  November 2005

Licensing Policy Statement

The Act requires us to prepare a Statement Of Licensing Policy which states our position with regard to our duties under the Act and how we will work to fulfil the four principle objectives:

  • The prevention of unreasonable public nuisance

  • The prevention of crime and disorder

  • Ensuring public safety

  • Protection of children from harm
