Do I Need A Licence?

This page gives brief details of the types of licence, permits and registrations that the Trading standards & Licensing Service deal with.  Further information is available in the Business Advice and Application Forms sections of this website.  The information provided below is for general guidance only and it is not exhaustive.  If you require further information or guidance please contact us.

Animal Boarding Establishments

Persons who carry on the business of providing accommodation for animals (e.g. cats and dogs) on behalf of their owners must obtain a licence from the Council.

Dangerous Wild Animals

If a persons wishes to keep a dangerous wild animal (e.g. lions, monkeys, spiders, lizards etc.) on their premises, application must be made for a licence from the Council.

Dog Breeding

A person keeps a breeding establishment for dogs at any premises if they carry on a business of breeding dogs for sale at those premises.

A person will be treated as carrying on a business of breeding dogs if litters are born to 5 or more bitches in any 12 month period unless none of them are sold.

 

It should be noted that the meaning of "bitches" is wider than might be supposed. It includes any bitches:

  • Kept by any relative of yours at the premises;

  • Kept by you elsewhere than at the premises;

  • Kept anywhere by any person at any time under a "breeding arrangement" made with you. (This means a contract etc. under which you agree that someone else may keep a bitch on terms that should the bitch give birth that person will provide you with one or more of the puppies or the whole or part of the proceeds of selling any of them)

Game Dealers

Persons wishing to deal in game (e.g. venison, rabbits) from premises must obtain a licence to deal in game (together with an excise licence) from the Council. There is also licence to take or kill game that is issued by the Post Office on behalf of the Council.

Hairdressers & Barbers

Any person carrying on the business of a hairdressers or barber requires to be registered with the Council.

House To House Collections

Persons wishing to make an appeal to members of the public by means of a collection for charitable purposes, visiting premises, house to house including places of business, such as public houses require a licence from the Council.

Lotteries and Amusements

The raising of funds for charitable, cultural or sporting activities (but not for private or commercial gain) by the sale of lottery (raffle) tickets, by a Society or organisation which has been established for the above purposes are required to be registered with the Council and obtain a certificate of registration.

Occasional Sales

Holders of occasional sales and the owners of the premises they are held in must notify the Council 28 days before the sale takes place.

Pet Shops

Persons proposing to obtain premises to keep and sell pet animals are required to obtain a licence from the Council.

Poisons

Persons wishing to sell certain substances classified as poisons are required to be registered with the Council.

Riding Establishments

Premises used for the stabling of horses, hire out of horses or ponies for riding or instruction must be licensed by the Council

Sex Shops

Persons wishing to run a sex shop require a licence from the Council.

Skin Piercers

Persons undertaking Acupuncture, Ear-Piercing and Tattooing are required to be registered with the Council.

Street Collections

Persons wishing to make a collection on behalf of a charitable cause in a street or public place require a Street Collection Permit from the Council.

Street Trading Consents

A person who wishes to sell goods from consent streets (mainly town centre areas) is required to obtain a street trading consent from the Council.

Taxi Licensing

Persons wishing to become a driver of a Hackney Carriage or Private Hire Vehicle are required to obtain a licence from the Council.

Persons wishing to use a car as a Hackney Carriage Vehicle must obtain a licence from the Council.

Persons wishing to use vehicles with less than 8 passenger seats for Private Hire purposes must obtain a licence from the Council.

Persons wishing to operate a Private Hire business in respect of premises must obtain a licence from the Council.
