Street Trading Consent


Licence Summary

 

The sale of goods from consent streets within the borough of Stockton on Tees requires a prior consent to do so.

No trading can take place on consent streets unless a permit has been granted, and then only in accordance with any conditions attached.

The Council will not allow trading at all on prohibited streets/roads.

A street trading consent may be granted for any period not exceeding 12 months but may be revoked at ant time.

Pedlars, trading as Pedlars, who hold a Pedlars Act Licence are not covered by this legislation.  Please see our guidance leaflet for further details.

In considering an application for a Street Trading Consent the following matters will be taken into consideration:

  1. The location from which the applicant wished to trade

  2. The articles which the applicant proposes to sell

  3. The times/dates/period for which the applicant proposes to trade

  4. Whether application is sought for a “special occasion”

  5. Any other relevant circumstances

Application Process

 

Applications should be in writing, providing specific information including details of the street you wish to trade on and the days and times you wish to trade.

 

You should also included with your application a copy of your public liability insurance in a sum of not less than £5 million pounds.  Applicants should be over 17 years of age.

it is our aim to complete the application process within 28 working days (subject to a satisfactory consultation within this period).

When granting or renewing a street trading consent, the Licensing Authority may attach such conditions to it as they consider reasonably necessary.

Will Tacit Consent Apply?

Tacit consent means that if we have not dealt with applications within the target period then the application can be deemed to have been granted/approved.

Please note that tacit consent does not apply in respect of this application. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact us.
