Central London is without any doubt the most challenging environment possible to deliver a Trading Standards service; the City has more retail and commercial premises than any other unitary borough and more than many entire counties in the UK. The daily population of visitors and shoppers in Westminster is over 1 million. In addition the prestige of the area has resulted in a large number of companies moving their head offices into Central London to ensure they have their main business address within Westminster. As a result Westminster receives a huge number of requests for action and advice.

Westminster Trading Standards Service is a quality assured service registered to ISO 9001: 2000. Our mission is to promote the social, economic and environmental wellbeing of Westminster’s customers by enforcing over 50 pieces of primary criminal legislation, and giving appropriate legal advice. The legislation in question covers consumer protection issues such as fair trading, counterfeiting, legal metrology, product safety, under age sales and doorstep crime.

Performance

Westminster Trading Standards successfully continues its project- based style of working year on year. In conjunction with its “core” reactive work - dealing with over 3,500 enquiries to the Service - it undertook projects dealing with issues related to Problem Traders, Accommodation Addresses, Service Development, Counterfeit Goods, Doorstep Selling/Distraction Crime, Scams, High Risk Premises, Theatre ticket touts, Under Age Sales and Firework Safety.

Consumer and Business User Surveys

Through the last financial year (06/07), we sought the views of consumers and businesses who used our service.

We asked each user a standard set of questions recommended by the Department for Business, Enterprise and Regulatory Reform (DBERR), formerly the Department of Trade and Industry.

Based on the responses to these questions, we scored a BERR Satisfaction Index of 82.2 for consumers and 86.5 for businesses. The maximum score is 100.

In 2006, we consulted consumers in Westminster about their awareness of our service and the Westminster Consumer Support Network. As recommended by the CSN national guidance, we included questions on the key performance indicators to show whether consumers are becoming more informed and confident, and whether they know where to go for help.

The surveys were conducted at Marylebone public library, the Woolworths store in Edgware Road, Westminster University and various Westminster Day Care Centres and Advice Points (in One Stop Services). We received 272 completed questionnaires.

The surveys found that 53% (up from 50% last year) of those questioned felt very well informed or fairly well informed about their rights as consumers.

The surveys also showed that 40% (up from 35%) think that it is very easy or fairly easy to get consumer advice or information.
